"Rosie's Bar" was first mentioned in Wisconsin LGBTQ periodical 'In Step' magazine in January 1999, when columnist Jamie Taylor in his "Keepin' In Step" column mentioned: "...in Oshkosh a new gay-friendly club, Rosie's opened their doors. From what I hear it is a friendly place!"

The bar began being listed in 'In Step' magazine's Bar Guide in March 1999, and a small ad began to appear in the occasional issue of the magazine. But there was no further mention of the bar in columns or photo coverage. The final time the bar was listed in 'In Step' magazine's Bar Guide was in October 1999.
